How quarantine hit a communal apartment
According to various sources, quarantine left from work between 500,000 and 700,000 people. And the total number of unemployed increased to 2 million. Also, the caronovirus hit the utilities sector. So in March, payments by citizens from 95% decreased to 80%, and during April quarantine payments fell by another 7% to 73%, payment for May is supposed to be no higher than 67%. The critical threshold is 50%.
Fortunately for debtors, there are no sanctions for non-payment of a communal apartment during the quarantine period and the next 30 days after its cancellation. The Verkhovna Rada has forbidden to charge a fine and penalties for late payment. These norms are contained in the law No. 530-IX, which the deputies adopted on March 17.
In the meantime, PJSC “Kyivvodokanal” AK announced their intention to increase tariffs for water supply and sanitation for 2021. The company wants to increase tariffs by almost 20%.

The company recalled that on February 5, 2020, the National Commission implementing state regulation in the field of energy and utilities (NKREKP) approved a draft resolution that established tariffs for centralized water supply and drainage for 2020.
In particular, the tariff for services for centralized water supply and sanitation for consumers in Kiev was set at 22,992 UAH (including VAT 3,832 UAH) per 1 cubic meter. m:
• 13,440 UAH (including VAT 2.24 UAH) per 1 cubic meter m water supply;
• 9.552 UAH (including VAT 1.592 UAH) per 1 cubic meter m water disposal.
It is reported that PJSC “Kyivvodokanal” AK proposes to establish a tariff for services for centralized water supply and drainage for Kiev consumers in the amount of UAH 27.35 (including VAT of UAH 4.56) per 1 cubic meter for 2021. m, of which:
• 14.74 UAH (including VAT 2.46 UAH) per 1 cubic meter m water supply;
• 12.61 UAH (including VAT 2.10 UAH) per 1 cubic meter m water disposal.
It is noted that the calculations of the planned tariffs for 2021 were carried out on the basis and exclusively in accordance with the requirements of the current legislation of Ukraine and the decisions of the national regulator.
